just bought a .270 brl for my pro hunter and shot today. I have never had a barrell foul as bad as this one. I have shot, owned and broke in several rifles and have never had a barrell this stubborn. I still managed some good accuracy with hornady custom 130gr. SST. But still looks to be a good bit away from being where I would like for it to be.

Anybody else ever seen this with encore barrels? I mean I almost felt as if I were shooting the muzzleloader again lol.
 
Take a wire brush with a very thin patch wrapped around it treated with JB's bore paste. Use a total of 100 strokes, change patch and add more JB's every 25 strokes. Should fix the fouling and it is non-imbedding so won't hurt your barrel. I've had to do it to several "tight" barrels.
