Elk Quota Hunts limit

I never really thought that the only 5 permits would remain just that............5. Is there no future hope of issuing more than just 5 and why are we only able to take 5? I thought by now we would see at least a gradual increase up to 10 or at least an "increase".

The permits will be increased when the population grows enough to allow it. That has not taken place at this point.
