My question is in regard to the "Number of Drawings" option. I selected "Number of Drawings = 5" for mine, but wasn't charged anything because of my annual sportsman license. However, my brother must pay $12 per drawing if he selects (QTY = 5)

Does the drawing number indicate the number of times you are placed in the hat for one location, or does it refer to drawing up to 5 separate locations (Shelby Forest, Gooch, etc.)?
Or does the number have any bearing whatsoever?
Also, do you have to have a valid 2017-18 license to apply, or can you buy the license later?
