I asked in the TWRA forum and apparently nobody knows:

What license requirements are there, if any, to be eligible for the duck blind drawings for like Reelfoot, Gooch and Camden?

I guess I am asking, do you have to have all your licenses BEFORE you can get drawn for a blind?
 
You have to present your license before you get to sign up. Also you have to have the permit to hunt wma's. If at Reelfoot the use permit is also required.

Sportsman cover it all.
 
If you have your sportsmans license that's all you need to get drawn. But yeah you have to have them in order to be eligible.
 
They nailed it! Sportsman's covers it, but if waterfowl is purchased, the WMA license is needed. It's pricey too, mind as well get the sportsmans.
 
Hunt/fish license...WMA Permit...Migratory Bird, is all you need in order to draw in West TN, with the exception being Reelfoot. I think you have to have the Reelfoot permit, but I am not certain.

you need a stamp and waterfowlers permit if you plan on hunting.

sportsmans covers it all though...

He would still need a Duck stamp when hunting started though. Sportsmans doesn't cover that.
