Do you need a license just to draw with the new format? My buddy and I we're discussing it yesterday, he says no but I think differently.

You do. If you don't have something you need, it will not let you enter. If you don't have a sportsman's license, there is a charge to enter as well.
Ok so can draw with just regular hunt/fish combo license?

I'm pretty sure you'll need the 005 supplemental in addition to the hunt/fish combo, or the Reelfoot permit if you're going to put in for there. At least that is how it has been in the past at the hand held drawings. It wouldn't be a bad idea to call the region office to verify for sure though. Looks like you should be Region II, their phone number is 1-800-624-7406
It's something like $12 per draw......and you're capable of putting in for (I think) 3 draws. If you put in for a walk-in spot somewhere like Shelby Forest or Bogota, they're also $12 per draw. And to hunt them, you'll need that area's WMA permit as well. Gunsmoke also mentioned the Reelfoot Preservation Permit if you're putting in there.
So all of a sudden, you're looking down the barrel of spending up to $50 just to draw. Chalk up one more reason to have an annual sportsman license. All those fees go away.
