Dove hunting/ shotgun question

I have an old remington 31 pump that i'm wanting to use since its full choke, but I noticed today it holds 4 rounds instead of three. I know I wont ever find a plug for it but I want to be legal. Any ideas?

Put a dowel or something in the magazine tube to limit it to 3. All you really buy anyway.

I have a buddy that used an old toothbrush once

I take an old aluminum arrow and use tubing cutters to cut it to the length I need. Works great.

Checked a guy once that had two live shells stuffed into the tube in front of the spring for a plug. They were both pointed toward him. I would not recommend this.

i have had the same problem in the past. Break off a pencil, leaving no eraser and it will work for a plug
emergency use only, but it saved me a fine once
