I know it's legal to hunt over a food plot that contains corn. Is it OK to cut the stalks down (either shooting lanes or entire plot) and hunt over it without removing the corn?

It would be illegal if you are talking about hunting waterfowl.
For all other species, it can be manipulated as you wish, with the exception of removing corn from the field and then bringing it back onto the field.
