I have a concept 99 bow that is in need of some love: strings and tuning so it shoots right. Who do you recommend and what is the cost generally to do this.

Most shops will help you get an initial baseline tune if you buy the strings and cables from them. Unfortunately I'm not from your area so I don't know of any shops there.
Real in depth tuning at a shop is hard to find these days, but a quick paper tune is a really good starting point and most shops will include that in the string purchase and install. If not then it's normally not too expensive of an additions
