If I have my water in the fish cooler with a frozen 2 liter of water, will adding rock salt to it have the same affect as if I was using a regular bag of ice?

I believe the salt has to interact with the water itself, but hey I'm not a scientist and didn't sleep at Holiday Inn Express either...

no salt has to touch ice to melt it while colder than 32

Best to take a warm bucket if water, mix the salt in so it dissolves and then pour it into the ice. Will work way better than just adding salt to the ice.

Another good way of keeping things cold in a cooler is pre-chill it if you can. I have a big chest freezer in the garage and I usually have a medium cooler in it.

No, at least not for too long, you would be much better off using the ice packs that contain a chemical so they stay frozen longer.

probably but you would have to use a 20-25-% solution to get to the eutectic point which freezes at about -5 to 0 degrees F.
