Commercial Paddlecraft Rental Permit and Safety Rules

I see where the Tennessee Fish and Wildlife Commission has passed Permit and Safety rules for the commercial paddlecraft rental companies but with no fees. Is there intention to go back and revisit fees or does the commission and legislature intend to continue adding users and consumers but depending on the same old mule to fund the new costs?

Why did they postpone implementation till July?
