Personally I wouldn't even think about trying it. Nor would I stand and listen to the guys talking about it. I did just google search it and there are other forums with the same comment and question so I quess its been around a long time
 
My understanding is when bleach breaks down it becomes salt. By the way, I have not and never plan on using bleach to attract deer. I'll stick to trace minerals.

With bulk salt being so cheap I don't see the point in risking poisoning a bunch of deer to use bleach? You can buy a whole bag of plain salt for practically nothing.
 
I have no idea if there's any truth to it but I heard one time if you pour bleach in a cup after about 15 minutes it loses its powers. I wouldn't say it becomes like water but it's fairly harmless. I have no idea and don't trust it.
