I will be hunting this week during the Catoosa archery hunt. It appears that if I harvest an antlered deer, it must meet the antler restricton requirements. Is that correct?

Yes, all bucks taken on Catoosa must have 4 points on one side. All points must be 1 inch or longer. Here's a screenshot from the Catoosa regs.
