I often have wondered the same thing. I cant help but think that it is NOT suppose to do that but I dunno honestly.

It comes out at a good steady rate where the gates close (I think although I'm no gate expert), about 5 ft (more or less) under the water level.
 
yeah i dont remember it spewing out like that before it broke. water level looks normal though. i cant remember if that lake is spring fed or not. lol i remember when it broke and there were at least 100 people catching fish below the spillway. some pretty good size cats were caught.

We slayed the bream one evening as well! It definitely did not do that before the gates were broken. It might have seeped but not at that rate. It is fed by a creek.
