food plots take time if you are putting them where they have never existed. After you have worked them a year or two, you will finally have the look you are after. Hiring someone with a good tiller will make a huge difference.
Try to rake that garbage out as best as you can this year. It will get better each time you work with it. You need to use a turn plow possible to really get yourself some good dirt up on top that you can disk. or, like I said just get a good rototiller and go through it.
