Im not a twra official, but I live abd hunt in the vicinity of that area and Im pretty sure the answer is NO. Brooks Bend is NOT part of the refuge. One thing I would like to mention though is that cordell hull wma DOES usually close to big game hunting sometime in december. Ive seen a LOT of folks from off from here deer hunting it AFTER the dec close date. Looks like a good way for twra to do some revenue collecting if ya know what I mean.
