IIRC the flash channel in a OEM Savage plug is 5/32. That is what i use for cleaning out the carbon.

EDIT: Sure is i just checked mine with a 5/32 hexhead drill bit.
 
^^^What he said, and yes, I have used a 5/32" bit one several plugs over the years. Try to hand turn the bit at first, or you can put drill bit in a set of pliers or a vise and turn the plug, or you can precisely use an electric drill (what I do). For one's with a lot of carbon, you can soak overnight in a cleaning solution and then drill them out. Also, when using a drill, install an old vent liner to protect the threads.
 
I'm not sure i have an OEM Savage plug, because I placed the 5/32" drill bit outside of the hole and there's no way that hole is 5/32". I bought the gun slightly used and i think the previous owner must have changed plug because it has a 3/8 head. What do you think?
 
Then your flash channel is filled with carbon. Its a common problem from those that are not familiar with this situation. The carbon gets extremely hard. You will need to start with a smaller bit first.

Savage started using the hex head plugs when the "Bass Pro" ML-BP (Black Powder) model came out. All the aftermarket plugs ive seen have either a 5/32 or larger flash channel. Having a smaller flash channel is highly unlikely.

Get bits like these and put it in a nut driver handle. You can even get an extension and do it without removing the plug if ever needed. IIRC i got some at the hardware store for about $5 for a 3 pack. A 5/32 and 2 smaller bits.
