Rules read that card must be on board at all times. Son and I co bought a boat and we do not live together but each of us have access to the boat at any time. Can we make a copy of the card or get a duplicate or do we have to make arrangements to pass the original back and forth?
 
A duplicate should work. Another option is to get one of the key chain floats that opens up and keep the card in there (if it is a keyed ignition). Or, you can just keep the card onboard in a storage locker.

The regulation says on board the vessel and not on your person like a license, so there are some options.
