barded broadheads

I'm discussing something with someone. wasn't the barded broadhead restriction for archery equipment removed to allow for the use of expanding broadheads since an expanding BH resembled a barded head when closed?

Not really. There were several brands out there where it was basically a judgement call on whether they were considered to be barbed or not. The determination was made that the regulation wasn't worth the confusion on the issue so it was removed.
