Baiting stake mats ?

A guy told me a couple days ago that he knows a guy that puts sacks of dog food around some of his stake mats, is this Illegal to do ?

There are no regulations dealing with baiting fishing sites (not including regulations on pollution if you dumped a trailer load in the water), so it is legal to bait a stake mat.
 
I remember my dad talking about attaching a string to a can of dog food, punching holes all in it with an ice pick and dropping it in the middle of a mat and then coming back the next morning and fishing for crappie on the mat.

Said they caught alot of fish like that.

Never knew if the dog food attracted smaller fish and helped or not.
 
Was on a church camp out as a young kid the first time I saw a pair of Womens panty hose filled with dog food and dropped in the hole we were fishing.

If there isn't a string attached to retrieve the can, that would probably fall into the littering catagory just like throwing a beer can over the side.
