Unless a judge has put extra restrictions in a sentencing order preventing them from having ANY weapon, then yes, they may legally hunt.
However, depending on what the felony was for, they may be restricted in using any type of a firearm. That normally is a question for the District Attorney from the court in which they were convicted.
