Can a honey burn be used as an attractant like scent or would this be considered bait? Might be more trouble than its worth hauling a pot and stove around to make smoke.

Contact the local officer since that gets into a very gray area. I can see a likely scenario where there is a pot of honey sitting out there and the excuse is I just haven't gotten around to lighting it up today.
