The Bergers shoot good. Killed 1 with it, blew thru both shoulders. Problem was, I shot the wrong deer! 2 bucks together and they switched places when I turned around to get my gun. On the no more off the shelf rifles, I'm with you. I'm working on a 700 xcr compact tact 223 now that I'm about ready to throw in the river! About 1" is all it will do. Lapua brass, 55 NBT, benchmark powder, cci br4 primer. I expect at least 3/4" groups from a heavy barrel 223.

Yes, I would think sub MOA a reasonable expectation. Tried heavier bullets?
 
I've not worked with the heavier bullets in the .223 yet. I'm still hoping to get the 55's to work. I loaded up some up this weekend from 24.5 gr of Benchmark to 24.9. We will see.
