60 day blind draws question (Gooch Unit A)

Ok, please correct me if I am wrong here.
My memory ain't what it used to be.
Back in the good ole days before everything got screwed up.....
If you drew a blind (they were all for the entire season and not screwed up by tdub) you were required to have a blind in place on that spot or you were supposedly kicked out of the draw for the following year. Am I remembering correctly?

Now with that said:
I went to Gooch Saturday morning to sightsee a bit.
Due to time restraints we weren't able to look at all the spots but just going in to the blindgrab spots to check on one for a friend I noticed this.
All of these are 60 day blinds that should have either a permanent or floating blind in place and they have nothing.

Granted these are not stomp holes but like the year we had 18, we had fun and hung out and killed a few ducks.
Still, stomp or gar, these holes are supposed to have blinds on them, correct?
Also, yes there is still time but whoever got these spots are gonna have fun getting a floater in there now that it is flooded.
I just don't get it?

I am wondering, did someone from the other end of the state or from Arizona draw these spots and think they can roll up there with a boat and boatblind and hunt?
Did tdub change the rules due to libtears and make that legal now?

Yes, these sites should have had blinds on them by the 4th Sat in October. Even if it were going to be a floater, it should have been in place well before now, unless they got special permission from the WMA manager to do it later. If there is nothing there, these will be tier 4 for this season, first come first served, but you'll have to hunt from a boat blind or wade if it is feasible to do so. I suspect maybe they turned in a NOI of "I'm not hunting this spot" so they can still be entered into next years draw, if there is not a blind in place by now. I would think a call to the WMA manager should be able to clarify what is up with those spots. The number to call should be in the hunting guide.

27 and 29 are tier 3 locations, so they will be boat hunted for the early/mid/late season draws.

Boy that drew 18 is from Obion.

23 the guy drawn is from Loudon County. Just a mere 337 mile 5 1/2 hour drive.

There were no planned Tier 4 blinds, because of no blind being built, it reverts to tier 4 for this season.

18 was drawn by 1 person from Obion Co.
23 was 2 guys from Loudon Co

For some reason the master list of people drawn dose not show any blinds at Gooch past #26. I assume those must be in the other tiers and not a 60 day blind.

Them allowing boat blind hunting at Gooch is just asking for trouble. Will also increase decoys being stolen witch was already bad in the past.

Hey the Chairman of the TWRA Kurt Holbert drew 86 at Harmon Creek last year. It needed a blind built and he never touched it, so it was a wasted spot all season.

When blind site tiers are changed from 1 to 4 because people drew it and didn't want it, it should be publicly posted informing everyone of the change. That isn't something you should have to ask for.

Speaking of, do you have to pry the information out of them to see what quota hunts have went unclaimed. Local in person vacancy drawings are supposed to be on November 15th.

No way they will let that information out.

Blind 26 is a season long blind It had a permanent blind built onsite last year. Idk about this year.
