I just bought some and also some 0-20-20.

Saw another thread that touched on the 2, 4D-B but not what I needed to know and didn't want to hijack.

When do you spray and lay the 0-20-20? Now?

You can do both anytime now. At this time of year your crop is actively growing and will take up the nutrients while your broadleaf weeds are actively growing and will take up the herbicide.

Good Deal. Can I do them at the same time?

Yes but if you have the time, killing the broadleaf first will leave a little more nutrient for your crop otherwise you're feeding both (to some extent) only to come back and kill one.
