Bet the dirty chamber is the problem--thanks DCA-DEER. I don't have a cleaning rod that small so have just been hitting the bore with some quick blast from a can. Should have thought of that but.... getting older is sometimes challenging. ha
 
Take a drill, screw a .22 brass cleaning brush into a cleaning rod, and put the rod in the drill. Put some Brasso on the brush and stick it in the chamber of your rifle and give it a good 'ole spineroo. Your cycling problems will disappear and your chamber will be as shiny and slick as it can be.
