abandoned dogs

I went to Watts Bar (Pinhook Ferry Ln ramp below the dam) fishing today. I didn't catch anything. But I was greeted by 2 dogs that had apparently been dumped. There was a 3rd dog but sadly he was dead. Dropped on the path that runs to the river next to the ramp. This dog was poorly covered with...
