I don't think fluted either but there were flakes removed after the flute looking strike, so probably impact fracture then they tried to resharpen.

    New site located

The ARPA passed by Carter administration in 1979 had a clause Carter insisted on putting in (because he was a arrowhead collector and the only good thing he ever did as president) that stated "picking up a arrowhead from the surface" is not considered destroying a cultural resource. Yes

    ID anyone?

Flaking just does not look correct, but only way to know for sure is to see it in person. But then again, it appears to have had a re-sharpening and fakers usually do not do that. The type of material makes it a hard call also.

    Hammerstone?

Yes. Has the wear pattern of many hammer stones I have found.

    Ever seen anything like this?

Gar scale. Native Americans could have used them for arrows or jewelry. Yours looks like it has some age.

    Distribution of Clovis points…

Only found one complete one. I have found 2 broke bases and one "maybe" Clovis. Very rare, been hunting since 86. All these from Middle Tennessee. Maybe? : Bases, one still has the fluting nipple:
