If you are willing to wait several years, you can apply with an outfitter in NM in public units that should have a 3 to 6% chance of drawing and keep it under 5 grand.</p><p></p><p>I'm not sure you can find a good guided private hunt with guaranteed tags for less than 5 grand.</p><p></p><p>I went the route of cheap DIY archery. Did it 10 years in a row from 2005 thru 2014. Killed 3 elk in that 10 years, and got better and more efficient each year. I'd still be going, but my partner got too old on me.
