I don't have experience with ebike batteries but my boat batteries are lithium and they have no problem in the dead of winter working properly. Now for charging, you need to bring them inside somewhere to charge them. Once it gets freezing outside I do not charge them out in the cold. It will permanently mess up a lithium battery if charged in freezing cold weather. Just bring inside and charge in the house and you'll have no problem

My ebike is used mainly for hunting in the fall so it isn't exposed to extreme cold. I always charge it in my garage, away from other flammable objects and a foil blanket covering it. I've had first hand experience with batteries overheating or burning in my rc planes.
