Honda 4-wheeler issue

I know several of you guys have worked on these 4-wheelers. 2004 Rancher ES. The last week or so it feels like the brakes are on and I noticed the brake lights are on while I'm riding. I've loosened the brake wing nuts at the back axle, but hasn't solved the problem. Anyone got an idea?

I would check to make sure the arm where the wing nuts you loosened are at, isn't still pulled forward some. I don't know all the proper terms so I'll just say this the best I can. My son's back brakes got stuck on once. When you used them and one of the cables pulled that arm forward, the brakes would work. However, when you let off of them and the cable relaxed, the arm would stay forward until you knocked it back. There was some rust/gunk inside the hole where that arm goes inside the hub(maybe the right term) to spread the brakes out. I had to pull the arm out and clean it and the hole and grease them.

I think that it is the pedal sticking, Honda has two cables going to the rear brake assembly, one for the pedal and one for the hand lever. Honda 4-wheelers are known for the pedal to seize. So you maybe loosened the hand lever. Don't know if the brake lights come on with the hand lever, but it's possible that the front brakes are stuck. They are hydraulic from the reservoir on right side of handlebars. If loosening the cables to the rear don't fix , look at front with wheel cylinders frozen.
