Best bet is go by the book or call your regional office and talk directly to the warden in that area.
They will tell its "their" spot as well. Obviously they cannot do that, and you could sit right beside em if you liked or even in their stand. They still enforce the hunting and wildlife laws. They may not enforce the treestand scenario but still have arresting and investigative powers on tva land.Tva land is different than TWRA public lands. You need to make sure the Tva land falls under the category of undeveloped lands. I'm not sure TWRA has any say in what those regulations are and from MY experience pretty much anything goes on TVA undeveloped lands. That could be riding atvs to camping but your mileage may vary
