There are a couple of ways it can be interpreted, and I've seen some variation on the way it is enforced. I would suggest contacting the Area Manager overseeing the land you want to put it on and go with what they tell you.

It is a violation to put it out on LBL, and would be a violation anywhere in the CWD zone.

In addition, it usually is just a bad idea to do it as it draws other hunters to that location. And, there are no "reserved" locations on public land.
