Youth Elk hunt application.

Ok. This is the first year my son is eligible to apply for the elk hunt due to him turning 13 this year. I did his application under the general elk hunt instead of the youth one. Is there a way to fix that and also would he have better odds at the youth drawing vs the regular due to less kids putting in?
