Many people call them the "Surrender Monkeys", as they throw the white flag up at the first sign of duress. The joke goes that anytime something's about to go down, France will surrender preemptively.

My wife had a history professor in college that would throw his hands in the air whenever he'd say "the French". After a while, he wouldn't even say "the French", but just throw his hands in the air during his lecture.
