Ok I will admit it, I am dumb, in case nobody knew it.

What is the difference in a .223 and a 5.56 and are they ALWAYS interchangable and if not, why?

A .223 can be fired in a 5.56, but not the opposite. The .223 is the commercial version of the military 5.56, and SAAMI specs on the .223 are milder than the 5.56.
This is correct. A .223 Wylde chamber will also handle both.

He's right. The 5,56 is hotter.

You can fire both from a gun marked 5.56 but you can only fire 223 from a gun marked 223.

Back before I learned you weren't supposed to, I fired a lot of military 5.56 through a Remington 700 marked for 223. as far as I know it didn't hurt a thing.
