Is this still a common practice in Tennessee for land that's not as demandable to farm but still enough acreage to enroll in the set aside program?
What is the going rate for it now? Or does it have variables depending on the size/location/quality of the land in question?

There are various programs offered by several agencies. First is Greenbelt, That will reduce property taxes on qualifying lands then if the land has a provable history of row crop ( last 6 years) you might apply for CRP. There are other programs for wildlife, gamebird habitat, erosion control / waterway and some cost sharing for some improvements. Go talk to your local ag services or USDA / Farm services agency.
