At what point does a 10+ member deer herd constitute a "problem" in a residential area to qualify for depredation status? There is a ravenous resident herd near my parents that is eating just about everything not covered in pine needles.
That would be a question best answered by the local officer accessing damage. To kill any deer outside of the season requires a big game animal damage permit issued by the local officer.
The problem with the residential deer is that even with a permit issued, there may be limited ways to kill the deer due to reckless endangerment issues.
