1 oz water to 1 oz perm. = 5%
+2 oz water = 2.5%
+4 oz water = 1.25%
+8 oz water = .625%

15 ounces of water to 1 ounce of 10% permethrin would give you final product with a concentration of 0.625%. His math is correct.

Take one ounce of the 10% permethrin and mix it with water to make 2 cups and you will be very close.

The highest percentage that I have ever seen was around 50% that we bought to spray and kill Army worms one fall. We bought it at a Co-op and my friend had to have some kind of paperwork, or something like that, proving that he was a farmer, thus justifying the purchase.
