They lose eleven one year scholarships. Take away three guys for three years and one guy for two years and that adds up to eleven. They never have a time where they have eleven fewer guys on scholarship. The max impact per year is three
The rest of what they've done is noteworthy, I don't disagree, but it's also an indication that they think they did some bad things that warranted that much so I don't give them full credit for imposing a penalty for their own crimes.
You hit on the key question though in referencing the NCAA. Many figure their penalties may not be too tough as some in the past as the NCAA is still licking its wounds over their PSU and Miami ordeals.
