Nonresident Youth Trap

What is required for the following Youth to trap?

13 year old

11 year old

I know that the 11 year-old isn't required to have a hunting license, but I don't see the exemption for trapping.

The junior sportsmen for a resident is hunt/trap/fish but for nonresident appears to be hunt/fish, but I may not be understanding correctly.

Great question and one I don't have the answer for. I would have assumed that trapping was included in any age exemptions or youth licenses, but it says fish and small game in the guide. Please give the appropriate regional office a call for their interpretation.
