Sold/Expired ISO 5.56 AR style gun

Helping a coworker/friend locate and purchase a 5.56. Budget $1k. I know very little about AR style black guns. He will shoot it very little, likely target and shooting the occasional coyote and such. Any out there for sale? Does he need to buy one that is "milspec"? What make/model would you suggest for under $1k? Any advice you have, reply and give it to me. Thanks in advance for your time and effort with this.

Smith and Wesson M&P 15 is supposed to be a great budget Priced AR. I paid 750 new for mine at Dunhams in Millington about a month ago.
