Is the Indiana DNR violating state law?

I wonder how often wildlife agency rules and polices conflict with state and local laws?

I was thinking that and Tennessee you could deer hunt with a Centerfire rifle inside the city limits. But city ordinances don't allow discharging of weapons within the city limits ..
