Hunting near bait or salt blocks

First off I would like to say this will be the first time we deer hunt in Tennessee as we bought property here and will be building a house soon on it.
Couple of questions:

Previous owner kept a salt lick going and had his tree stand within sight of the lick. I been told it is legal to hunt over a salt lick as long as it doesn't contain any food. T/F?

I would like to put out some bait blocks to try to attract more deer into our property. I don't plan on putting any close to where our stand will be. How far should they be from the tree stand?

Salt and mineral licks are not considered bait as long as they don't have any grain mixed in.

It is illegal to hunt over bait. Our enforcement policy on that is the hunter cannot be within 250 yds of a bait site, and cannot shoot into the zone extending 250 yds surrounding that bait site. The closed area is appproximately 40-41 acres.
