From what I have read on the TWRA site and the Hunting Guide it appears that the testing of deer in those counties is NOT required, but is recommended and encouraged. Is that correct - testing is optional?

As far as I know testing is optional but encouraged. Also by getting two does tested you earn an additional buck tag in the CWD zone.
And a free sportsmans license the following year

Yes, that's true but only if they are both positive.
