Doesn't fit your requirements, but you just can't go wrong with a lever action .30.30. Small, compact, easy to shoot. This is what my dad started me with when I was 8. A couple years ago I started hunting with it again and I love it. I use iron sights and I kill deer out to 120 yds. (I'm hunting woods mostly, so I prefer not to use a scope.)

Not sure what the old Rem 700 Ti models are going for, but I bought one in 7-08 for the kids and dropped it into a wood stock that I chopped off to 12in LOP. Downloaded it to 2200fps with 120g BT's.

Prob an easier option today would be to pick up a short barreled 300 blackout and drop in a child sized stock. You can often find old beater wood stocks for $25, so no harm if you trash it once they grow out of it.
