Might try the dock up at the Dandridge ramp at night, it's a neat place with lights, seats, etc. Maybe Walters Bridge too. Not sure about Sevier County other than the French Broad River, it's known for catfish and a few other species as well.

Might want to look at the old Catfish Dave videos on Youtube before he got a boat... if you can put up with him, he did a lot of bank fishing around the east TN area

Catfish Dave (YouTube) has shown some bank spots over your way. There's one right in your county. Caught a few monsters.
