Best draw hunts to put in for?

Depends on your priorities.
What do you want most from any hunt or any draw hunt?

Convenience to where you live? Vacation away from where you live?

A bonus opportunity outside the statewide season dates? A bonus deer?

A chance for a larger antlered buck than you normally have wherever you hunt? A chance for a doe that you don't have where you normally hunt?

A wilderness adventure?

Opinions vary greatly, and can be greatly skewed based on the geography of where people live.
 
it all depends on what you are looking for. oak ridge, catoosa, chuck swan, hiwassee are all popular.
 
Okay, here are my criteria:

- Within 3 hours of Cleveland area
- Realistic chance of getting drawn
- obviously best chance of killing big buck (8 or bigger).

Also, do you have better shot if you are in a party? Sorry, new the draw thing.

No.
But no less chance either (assuming this is your first time and you have no priority points).

Archery, muzzleloader/shotgun, or rifle?

Without a preference point, Catoosa will give you a good chance of being drawn. Prentice Cooper is much closer to you, and offers some bonus hunts with either a muzzleloader or rifle when you otherwise would be hunting with a bow "statewide".

But if I lived in Cleveland, I might be more interested in the non-quota hunts on the Cherokee National Forest, even though there are fewer deer there. You have much more opportunity to hunt there. AND, they have "bonus" hunts that allow you to hunt prior to the "statewide" archery, and another with a muzzleloader prior to the statewide muzzleloader --- and again, these are NON-quota hunts, and "bonus" deer.
100% chance of being drawn. :D
Deer - archery - One hunt. Sept. 14�27.
One deer, either sex (bonus deer).
Deer - muzzleloader - One hunt. Oct. 28�Nov. 3. One deer, buck only (bonus deer)
