Without a preference point, Catoosa will give you a good chance of being drawn. Prentice Cooper is much closer to you, and offers some bonus hunts with either a muzzleloader or rifle when you otherwise would be hunting with a bow "statewide".
But if I lived in Cleveland, I might be more interested in the non-quota hunts on the Cherokee National Forest, even though there are fewer deer there. You have much more opportunity to hunt there.
AND, they have "bonus" hunts that allow you to hunt prior to the "statewide" archery, and another with a muzzleloader prior to the statewide muzzleloader --- and again, these are NON-quota hunts, and "bonus" deer.
100% chance of being drawn.

Deer - muzzleloader - One hunt. Oct. 28�Nov. 3. One deer, buck only (bonus deer)
