Basal bark spraying-locust trees

I have about 1/2 acre area of locust sprouts between 1 and 6 feet tall. I bush hogged most of it last fall, and the new sprouts came back even stronger this spring. I think basal bark treatment is my best option, but I don't know for sure. Does anyone know of a ready to use, over the counter, pre mixed product I can buy in small quantities to control this? Any advice would be much appreciated.

Garlon4, the ester vs the amine. Once sprayed don't mow or burn even if it looks dead. Let the chemical work it's way through the entire colony.
