I can only log in with windows based computers. Ipad and iphone won't let me log in.

iPhone and iPad work fine for me....
I'm assuming that then devices connect to the Internet just fine since you can get to the login prompt.
A couple of thoughts- since it is both devices it may be a login/password error. I always get tripped up because the iPad/phone capitalizes the first letter of a line so if your password is case sensitive this screws it up.
If that isn't it, close safari and restart it.
If that doesn't do it try hard reset on the device.

Could it have anything to do with enabling cookies?

Yes it could. I enable cookies for "sites visited"
Settings>safari>accept cookies>sites visited
Settings>safari>accept cookies>sites visited
