Just wondering, what does the PVC with the Zip tie around the muzzle do?

It's called a bite block. Help prevent cheating in the contest. Hard to get the mouth open on a dog that's been dead for a while. They want the blocks put in once the dog is killed. Once they remove the block the mouth will stay open if it doesn't you know they cheated and pried open the mouth of a old dog.
